This lecture analyzes the changes in the military administration of Tibet occurring after the Second Gorkha campaign of 1791-1792. It exposes how the negligence of defense matters on the Tibetan plateau after the subjugation of the Dzunghars and blatant ignorance about political
developments south of the Himalayan range posed a veritable threat not just to the jewelry accumulated by the high clergy, but also to the claim of integrity and sovereignty of the Manchus dynasty over their empire. Moreover, the campaign was yet another example of high officials acting on their own behalf without informing the court. In the course and the aftermath of the campaign, the Qing strengthened the defense measures of Tibet and clarified the responsibilities.
