Cecilia joined the Tübingen Institute of Political Science in 2017. She studied Political Science at Uppsala University (BSc), London School of Economics and Political Science (MSc) and received her doctorate in Social Policy from the University of Oxford in 2017.

Cecilia teaches seminars on comparative public policy, social policy, migration and citizenship, at undergraduate and graduate levels. She also offers a research seminar for doctoral students and advanced graduate students.
