Corona virus: Information regarding child care and for suspected cases of infection

Information for employees

Dear colleagues,

Regarding child care – a matter which concerns may of you – we have new information from the relevant ministries, which we pass on to you here.

The Baden-Württemberg state government has further expanded its provisions for parents affected by school closures and the suspension of child care measures. Regular state employees and civil servants with Beamte status may apply to be released from their work duties and still receive their regular pay and benefits in urgent cases for an initial period until 19 April 2020.

This currently applies only to employees with children under the age of 12 years and for those with disabled children who require care. Cases must be carefully considered to assess whether child care could be provided by other persons, and whether the employee can carry out at least part of his/her duties by working from home, despite having children to care for.

If you need to make use of this new provision, you must apply by writing to Human Resources/ Personalabteilung (via email to the official who handles your file, or to personalspam prevention@uni-tuebingen.de). Your application must include a reason why child care is necessary in your case, and the ages of the children. Please agree the measure beforehand with your superior.

Furthermore: If you have state-sponsored health insurance and you or your child get sick, one of the parents has the right to ten days of time off work and may receive paid sick leave (Kinderkrankengeld) for that time.

If you have private insurance, under collective-bargaining agreements, you have the right to four days paid leave in this situation.

For this, you must send a doctor’s certificate to Human Resources. Please send it by post, or via scan attachment in an email to: personalspam prevention@uni-tuebingen.de.

In suspected cases of infection:

Persons who in the past 14 days have been in a risk area, as defined by the Robert Koch Institute, should avoid unnecessary contact and inform their superiors at the earliest possible opportunity.

Affected employees should remain at home for 14 days from the time they left the risk area; they can work from home. If they cannot work from home, they will be released from work duties and receive regular pay and benefits for that time period.

If a member of your household becomes infected with Covid-19 or is suspected of being infected and a doctor considers that there is a danger of spreading infection, you must stay away from work until a doctor judges that you are no longer in danger of spreading the virus. You must provide a doctor’s certificate accordingly. If the nature of your work allows it, you are to make use of the option to work from home. Otherwise you will be released from work duties on special leave.

Persons officially suspected of having Covid-19 are usually placed in quarantine for 14 days by the health authorities. Employees affected by this form of quarantine should inform their superior as soon as possible. Affected employees will be released from work duties and receive their regular pay and benefits.

Employees who test positive for Covid-19 are considered sick even if they exhibit no symptoms. Affected persons must provide a doctor’s certificate. Please send it by post, or via scan attachment in an email to: personalspam prevention@uni-tuebingen.de.

If you are unsure of your personal risk of infection, please seek advice from the health authority (Gesundheitsamt des Landkreises Tübingen), the University Medical Service, or your general practitioner. If you have questions regarding German labor law in this situation, contact Human Resources.
