Strategien der EU im globalen Wettbewerb um wirtschaftliche Expansion und geoökonomische Kontrolle.
Infrastrukturen sind als materielle Grundlage der Globalisierung technisch anfällig und politisch umkämpft. Die technische Anfälligkeit wird besonders in Krisen wie der globalen Finanzkrise oder der COVID-19-Pandemie deutlich, in denen transnationale Kapitalströme und Wertschöpfungsketten zusammenbrechen. Die politischen Konflikte um Infrastrukturen zeigen sich vor allem im gegenwärtigen Wettbewerb der neuen Triade-Konkurrenz zwischen den USA, China und der EU. Hier werden Infrastrukturen für die Realisierung geoökonomischer und geopolitischer Ziele genutzt. Beispiele sind unter anderem großangelegte Initiativen wie die ,Neue Seidenstraße‘ (China) oder ,Global Gateway‘ (EU). In verschiedenen Disziplinen wie der Geschichtswissenschaft, Regionalwissenschaft und der Geographie, werden die Infrastrukturen im Rahmen eines ,infrastructural turn’ zunehmend stärker in den Fokus gerückt. Das Forschungsprojekt trägt zu dieser Debatte bei, indem es die Rolle und den Einfluss der EU im globalen Wettbewerb um Infrastrukturen untersucht. Ausgangspunkt ist dabei die Beobachtung, dass die EU ihre Infrastrukturpolitik neu definiert, indem sie den Blick stärker nach außen richtet und auf die Kontrolle globalisierungsrelevanter Infrastrukturen abzielt.
Um diesen Reorientierungsprozess näher zu untersuchen und herauszufinden, warum sich die geoökonomische Wettbewerbssituation in verschiedenen Infrastrukturfeldern in divergierende Strategien übersetzt, wird eine breite Analyse der Infrastrukturpolitik der EU durchgeführt. Diese Analyse ist aufgegliedert in Fallstudien in drei zentralen Infrastrukturfeldern: Transport, Erneuerbare Energien und Datenkommunikation. Wie die Politik im jeweiligen Feld ausgestaltet ist, wird besonders in Hinblick auf drei Einflussfaktoren untersucht: erstens den spezifischen geoökonomischen Wettbewerbsdruck; zweitens die konkurrierenden Gestaltungslogiken der beteiligten Akteure; und drittens die EU-interne Konstellation der nationalen Interessen. Die Ergebnisse der Fallstudien werden anschließend strukturiert verglichen.
Das Projekt will einen Beitrag zur Internationalen Politischen Ökonomie leisten, indem es die veränderte, geoökonomisch und geopolitisch ‚aufgeladene' Operationsweise von Infrastrukturen im Globalisierungsprozess erforscht und die besondere Rolle der EU im infrastrukturpolitischen Wettbewerb beleuchtet.
