In today’s session of the IfP Departmental Seminar, Olga Löblová is going to give a presentation titled ‘Alternative access schemes for pharmaceuticals: bypassing scrutiny?’:

High prices of new medicines have led most European countries to set  up evidence-based processes that evaluate whether a drug’s benefits outweigh its costs before it receives public funding. Yet, increasingly, expensive new medicines bypass this scrutiny. Instead, they enter health systems through alternative access schemes: diverse provisions that provide patients with access to treatment that are not routinely funded – for example the English Cancer Drugs Fund or individual patient funding requests. Little is known about these schemes, including whether they privilege some patients over others and what criteria they use to make their decisions behind closed doors.

This talk presents ongoing research on alternative access schemes funded by the Wellcome Trust. It explores the importance of the schemes for rethinking the political economy of pharmaceutical policy, as well as the challenges they pose for theories of regulatory governance.
