Since February 2016, the consortium of the BMBF-funded "KOPHIS" project, led by the General Secretariat of the German Red Cross, has been researching ways to strengthen the contexts of outpatients in need of care and assistance in disaster situations. During the research process, empirical studies were conducted on the needs of outpatients in need of care and assistance and on the organisational and ethical modalities of crisis communication. Building on these studies, on international best practice examples and on conceptual considerations of resilience and vulnerability, the consortium developed auxiliary materials and training material for those affected as well as action guidelines for authorities and organisations with security tasks.
The results of this research process, which were modelled in participatory research formats in the Willich region, will be presented at the conference and discussed in various thematic panels.
