Ian Manners ist Professor im Department of Society and Globalisation, Roskilde Universität, Dänemark, und Senior Researcher im Danish Institute for International Studies, Kopenhagen. Er ist Autor einer Reihe von Artikeln zum Thema "Normative Power Europe". Sein Artikel "Normative Power Europe: A Contradiction in Terms?" gewann den Preis für den besten Artikel im Journal of Common Market Studies 2002 und wurde von Mitgliedern der European Union Studies Association als einer von fünf ARtikeln gewählt, die Kommissionspräsident Barroso als "State of the Art" zum Lesen empfohlen wurden. Manners ist außerdem Autor von Substance and Symbolism: An Anatomy of Cooperation in the New Europe (Aldershot: Ashgate, 2000) sowie Mitherausgeber von The Foreign Policies of European Union Member States (Manchaster: Manchester Universtiy Press, 2000) und Values and Principles in European Union Foreign Polic< (London: Routledge, 2006).
