4th French-German Forum on the Mediterranean

On the 25th and 26th November Oliver Schlumberger took part in the 4th French-German Forum on the Mediterranean, organized by Konrad-Adenauer-Foundation, Université Aix-Marseille, and hosted in the cities of Aix-en-Provence and Marseille (France). The event was also co-sponsored by centre francoo allemand Provence, IMéRA - Aix Marseille Université, sciencespo.aix, Konrad Adenauer Stiftung, DAAD, Consulat Général de la République fédérale d'Allemagne Marseille, Goethe Institut, OFAJDFJW, AIX MARSEILLE PROVENCE, AIX EN PROVENCE - LA VILLE, Département Bouches du Rhone.
Delivered at the University's Institute of Advanced Studies in Marseille, his contribution to the conference consisted of "Seven Suggestions on 'Democratic Motgages' of the 'Arab Spring'" which triggered a lively debate among the internation audience and between the audience and the panelists.

Discussion Panel: "10 Years of the Arab Spring: Transatlantic Perspectives"

German TV station SWR, together with the Atlantische Gesellschaft and Carl-Schurz-Foundation, hosted a 90-minute panel debate between Professor Schlumberger, Dr. Noll of the University of the Armed Forces, Hamburg, as well as Dr. Andrew Denison, head of ‘Transatlantic Networks’, Königswinter. The panel took place in the southern city of Freiburg and provided a look back on “the Arab Uprisings, 10 Years After”. Divergent views between Denison and Schlumberger, in particular as regards the roles of Western actors and their patterns of interaction with local Arab elites, made the debate lively. 78th Annual Conference of the MPSA - Midwest Political Science Association

Professor Oliver Schlumberger, Dr Mirjam Edel (Academic Coordinator), Koray Saglam and Ahmed Maati (Research Associates and PhD candidates) took part in the 78th Annual Conference of the MPSA - Midwest Political Science Association. They were part of the panel "International Digital Topics". At this virtual conference they presented their paper: "Toward a New Totalitarianism? An Analytical Framework for Studying Digital Dictatorship".


3. - 4. December 2020

Workshop of "International Panel on Exiting Violence" on "The State in the Middle East" - Sciences Po (Paris)

On December 3rd and 4th, Professor Schlumberger participated in an international workshop organized by Sciences Po, Paris (Professors Kienle and Louer) and financed by the Carnegie Corporation, Washington, D.C. Some twenty outstanding international scholars from different continents spent two days for this first meeting of two to debate issues around the transforming nature of "The State in the Middle East". The group, composed of political scientists, economists and sociologists, discussed the social, economic and political dimensions of state activity in the Middle East, as well as the polity, politics and policies dimensions as part of the larger "International Panel on Exiting Violence" (IPEV).
This workshop confirms the earlier engagement of our Research Group with the topic of "The State in the Middle East" which was at the heart of another international workshop co-organized by Oliver Schlumberger and Professors Emma Murphy and Anoushiravan Ehteshami in late 2019 at Durham University, and an author's workshop financed by the Matariki Network which is scheduled to take place at Tübingen in late Spring 2021. Apart from Professor Schlumberger, our current post-doc teach@tübingen Fellow Dr. Amjed Rasheed as well as Ahmed Maati and Koray Saglam are among the research group's participants in these activities.

Online Expert Discussion of the Konrad-Adenauer Foundation on "The state of democracy in Europe's southern periphery"

On September 17th Prof. Dr. Oliver Schlumberger took part in an online expert panel organised by the regional office of the Konrad-Adenauer-Foundation in Stuttgart. Prof. Schlumberger gave an elaborated introduction to the topic and together with Dr. Malte Gaier, the Director of the Foundation's foreign office in Lebanon, the state of democracy in selected Arab countries was later discussed.

Research Workshop: The State of the Arab State

The Institute of Moddle Eastern ans Islamic Studies (IMEIS) is delighted to be hosting a research workshop on the theme of The State of the Arab State, funded by the AHRC and co-hosted by Professor Oliver Schlumberger on the occasion of his Matariki Network-funded visit to Durham University. The workshop is one in an international series of events directed by Professor Schlumberger and aimimg to stimulate broader reflection on democracy and authoritarian resilience in the region, as well as the significance and impact of the Arab Spring on political institutions.

The Middle East Studies Association (MESA) is a private, non-profit learned society that brings together scholars, educators and those interested in the study of the region from all over the world.

This year, the annual meeting took place from 14th to 17th November 2019 in New Orleans. Professor Oliver Schlumberger was accomponied by Koray Saglam and they both talked about the topic "Re-Examining the State in the Middle East".

On Thursday, 24th of October, Olaf Kellerhoff is visiting us and giving an insight about the Human Rights' situation in Morocco. He is the projekt manager for Morocco and Algeria and works for the Friedrich-Naumann Foundation.

Tübingen University offers the Joint Master's Program CMEPS in cooperation with the American University in Cairo (AUC). Thus, the professors have frequent meetings to coordinate and organize the Program together.

Walter Klitz on the new Israeli government and the Israeli-Palestinian conflict

Walter Klitz was the Director of the Friedrich-Naumann Foundation until 2016, where he was responsible for Israel and the Palestinian autonomous territories. He visited our University on June 4th and talked about a policy that is based on good reason in the Israeli-Palestinian conflict, in the light of the new government and other impacts.

Nathan Brown on the Institutionalization of Authoritarian Judiciaries in the Arab World

On the 07th of February our research group was delighted to welcome the reknown researcher and political advisor in Washington D.C. Nathan Brown to the University Tuebingen. Before giving his pubic lecture, he offered interested students from the master program CMEPS the opportunity to pose questions on his research and academic career in a small group. Later, in his talk he spoke on the judiciaries in the authoritarian systems of the Arab World and on the varying roles judges play in them. Our research group thanks Nathan Brown for his inspiring input and hopes to welcome him back soon in Tübingen.

Ilan Pappé on Perspectives of the Israel-Palestine Conflict

Ilan Pappé, one of the most important israeli historians and social scientists visited us on the 15th of July. On the occasion of the 70th anniversary of the state of Israel, he spoke about the unrests in Gaza, the opening of the US embassy in Jerusalem and the ongoing conflict in the Middle East.

Dirk Kunze, the expert on Libanon as a guest in Tuebingen

More than 60 listeners followed Dirk Kunze's talk on Libanon and the Syrian crisis on the 8th of June. The office manager of the Friedrich-Naumann-Stiftung in Beirut offered interesting insight into the tensions between the Libanese population and the 1,5 million Syrian refugees. Previously he talked to the students of the CMEPS master programm and answered their questions.

H.E. Senator Hasan Abu Nimah talked about the Situation in the Middle East and the Arab World Today

In the aftermath of the Arab Uprisings of 2011: Numerous countries, such as Syria and Yemen, are caught in protracted violent conflict and affected by political turmoil and the decay of state order. H.E. Senator Hasan Abu Nimah spoke about the Changing Political Maps in the Middle East on Monday, the 23rd April. Many interested persons came to his speech in the Alte Aula in Tübingen.

One of the most prestigious researchers of the Middle East visited us on the 26th of April 2018 in the research group's Research Colloquium. His talk and the following discussion dealt with the topic of failed states and statehood.

The CMEPS International Research Colloquium 2018

During three days students from the joint Master-degree "Comparative & Middle East Politics and Society" in their third Semester had the unique chance to present and receive feedback on their master theses proposals from an audience of 19 political science students, professors, and junior lecturers. Among the feedback givers were professors of both the host and the partner institutions: Professor Oliver Schlumberger (University of Tübingen) and Professors Ibrahim El-Nur and James Sunday (American University of Cairo AUC), accompanied by two junior lecturers and research associates Mr. Ahmed Maati and Mr. Koray Saglam (University of Tübingen).

The theses proposals covered a wide range of topics, both conceptual and empirical, which are highly relevant to the field of political science. They, moreover, contribute to various academic and policy debates in political science ranging from the feminization of poverty and authoritarian promotion/diffusion, to the ramifications and reasons behind successful peace building in post war settings. The constructive criticism helped students to refine their direction of research. After the next summer term, students are expected to submit their written master theses.

The colloquium took place in the rooms of the historical castle Hohentübingen, which also enabled interested students to enjoy a guided tour to the oldest wine barrel in the world and to know more about the history of the university and city of Tübingen.

Sabine Leutheusser-Schnarrenberger speaks at Eschenburg Lecture

What the Federal Republic of Germany needs is not only a fortified democracy, but also democrats who are willing to fight for their democracy, so said Sabine Leutheusser-Schnarrenberger the guest speaker of this year's Eschenburg Lecture. The event hosted by the Institute of Political Science attracted over 200 interested people in the audience. Sabine Leutheusser-Schnarrenberger, former minister of justice, gave a talk about “Rightist populism – a danger for the rule of law and freedom in Europe”. In her speech, she focused on the growing popularity of right-wing populist parties in Europe, whose electorate not solely consists of losers of globalization, but also derives from the heart of the society. Concerning the party AfD she noticed that its members have learnt to cope with the accusation of being close to some kind of Nazi-ideology. For too long, according to Leutheusser-Schnarrenberger, the laws underlying our society have been taken for granted. Her speech thus was as a plea for an active defense of the democratic foundations of the European Community. At the champagne reception, the contents of her speech were furtherly discussed.

Steven Heydemann on Obama reshaping US Middle East policy

On June 22, Steven Heydemann gave a lecture on »Obama’s Middle East Policy«, organized by the university group PiVO-Politik im Vorderen Orient/Politics in the Middle East in cooperation with the Konrad Adenauer Foundation.

Steven Heydemann emphasized four fundamental redefinitions of US engagement in the Middle East that seem central to Barack Obama, therefore often referred to as »the anti-Bush«. (1) In light of decreasing dependence on Middle Eastern natural resources, Obama has realized the Middle East is no longer of central US interest which led to a retreat from the region. (2) Facing a range of regional deadlock situations and authoritarian restoration the limits of US influence in the region were acknowledged and (3) the limits of US capacities to be spent were redefined. With special regard to the Syria conflict (4) Obama shifted the management of foreign policy within the US administration away from the Ministry of Defense and in favor of the president, in order to prevent a prolonged military mission. Steven Heydemann stressed that the president’s legacy may not be durable beyond his soon ending term in office, considering the entrenchment it caused within the administration.

Steven Heydemann made a distinction between assessing the general US retreat from the Region that may result from strategic calculations and the refusal to act in the Syria conflict. The latter made the escalation to a full-scale civil war and the rise of new Jihadi actors possible. Obama’s policy toward Syria is thus considered to have failed and to have cost hundreds of thousands of lives.

Professor Heydemann engaged in a lively discussion with the audience on the promises and perils of Obama’s notion of foreign policy and the prospects of US Middle East policy under a new presidency.

Danae Panissié presents "The Islamic State - An Introduction"

Danae Panissié introcued an audience of some 80 people to the origin, organiztational structure and Financiers of the "Islamic State" on February 15th, 2016. She also provided the highly interested and active guests with an overview of current countering strategies and their political implications for the MENA region. The audience took the opportunity to ask many questions and engaged in lively discussions on Germany's role in Syria, the refugee crisis in Europe and the overarching role of Islam in politics.

The presentation was organized by the Seniors' Academy in Sindelfingen.

Participation at the DAVO Conference in Bochum

From 24 to 26 September, the annual International Conference of the German Middle East Studies Association (DAVO) was held at the University of Bochum. Our research group took advantage of the diverse panels shedding light on international, societal, and political aspects of current developments in the region. Kressen Thyen and Mirjam Edel both presented innovative approaches to study authoritarian regimes in a panel titled 'Legitimation, Repression and Protests: Concepts and Evidence from the Arab World' which was chaired by May Darwich. Kressen Thyen presented empirically innovative insights into the Relationship between Legitimacy and Protest under Authoritarianism whereas Mirjam Edel talked about 'The Logic of State Repression: Theoretical Considerations & Illustrations from Egypt'.

Danae Panissié on 'ISIS – Jihadi statebuilding'

Danae Panissié gave two lectures on “ISIS – Jihadi statebuilding” in Crailsheim and Weikersheim (in the region of Baden-Württemberg) organized by the church adult education service of Schwäbisch Hall and Bad Mergentheim. The lectures first distinguished ISIS as a extremist (Jihasist) actor from moderate Islamist actors in the region and provided then a factual overview of ISIS’ organizational structure, financial assets and recruitment logics. Next to ISIS military power its success in establishing state-like arrangements with functioning institutions was emphasized. The audience engaged in a lively discussion on the current countering strategies of the international community which seem to fail and result in growing refugee flows to Europe. The latter was a distinct point of concern raised by the audience, especially given that the town of Weikersheim was scheduled to take in some 60 refugees by the end of the week.

Danaë Panissié gives two lectures on the Israeli-Palestinian conflict for the church adult education service

In a lecture series organized by the church adult education service, Danaë Panissié presented the Israeli-Palestinian conflict in two subsequent lectures in the Baden-Württemberg region (Schwaebisch Hall and Laudenbach Stadt Weikersheim) on March 25 and 26. The main lines of conflict along which the field of political actors was illustrated, were put into the context of recent regional developments. The outmost interested audience engaged in a lively discussion on the perspectives and dead-ends of the conflict and stressed some discomfort with the rather passive stance of the German government.

Nadine Kreitmeyr represented our research unit at the Comparative Political Science Section Conference “World Regions Compared: Polity, Politics and Policy” of the German Association for Political Science (DVPW) which took place at the German Institute of Global and Area Studies (GIGA) in Hamburg from 25-27 February 2015. At this conference, she presented the paper entitled “The Social Site of Authoritarian Upgrading: Social Entrepreneurship Networks in Jordan and Morocco”.

Mirjam Edel at the SeSaMO Conference in Venedig

 

Mirjam Edel represented our research unit at the annual conference of the Italian Society for Middle Eastern Studies (SeSaMO). At the conference, which took place on 17 and 18 January 2015 in Venice, she presented a paper on “Political Learning during the Arab Uprisings” together with André Bank. The paper discusses the occurrence, forms, and conditions of ruling elite learning triggered by the Arab Uprisings. The panel was organized by Steven Heydemann and Fréderic Vairel. The former is distinguished guest scholar at our Institute of Political Science in Tübingen from 2014 up to 2016.

Miriam Edel at the first Workshop of IDCAR-Network in Hamburg

From December 17-19, 2014, Mirjam Edel participated at the First IDCAR (International Diffusion and Cooperation of Authoritarian Regimes) Network Conference held at the German Institute of Global and Area Studies (GIGA) in Hamburg. At the workshop she presented a paper on “Political Learning and it’s Structural Limits in the Middle East“ (jointly with André Bank). Numerous renowned US-american and European scholars working on authoritarianism were present at the conference. „Trajectories of Change“ is a Ph.D. Scholarship Programme by the ZEIT-Stiftung Ebelin und Gerd Bucerius. It encourages Ph.D. students in Humanities and Social Sciences to examine the historical and current transformation processes in the European neighborhood. Oliver Schlumberger participates in the 2015 focus and the selection criteria for the programme.

Panel on "Arab Youth: From Engagement to Inclusion?" at the 21th Congress of DAVO in Köln

 

Focusing on the interaction between state actors and different groups of youth, a final panel brought together members of the project team and scholars from other institutions at the 21th Congress of the German Middle East Association (DAVO) from September 25 - 27, 2014.

More than three years after the Arab uprisings, governments in the region are still struggling to control high levels of youth protest in the absence of truly inclusive policies. Attempts towards (re-)establishing regime legitimacy through partial reforms are paralleled by strategies of exclusion or even outright repression. While much has been written about the emergence of youth movements over the past years, little empirical data has so far been presented on the relationship between state actors and the youth. Taking a comparative perspective, this panel inquired into a number of questions like: How do state authorities manage the demands formulated by different groups of youth? What consequences does this have for the perception young people have of the state? To what extent have participatory possibilities increased for specific categories of youth who have in the past been particularly concerned by exclusion?

 

The panel was organized by KressenThyen (University of Tübingen / WZB Berlin) and chaired by Hürcan Asli Aksoy (University of Tübingen). It included the following presentations:

Team members cover panels on World Congress of Middle Eastern Studies (WOCMES) 2014 in Ankara

Various members of our Working Group contributed to this year’s WOCMES at the Middle East Technical University in Ankara from August 18 to 22. This international Middle East congress is held every four years. This time Maria Josua, Dr. Tina Zintl, Kressen Thyen and Mirjam Edel presented results of their latest research on »Success and Failure of Authoritarian Inclusion: Lessons From the Arab Uprisings.« The panel was chaired by Prof. Steven Heydemann, PhD who currently serves as Vice President of Applied Research on Conflict at the United States Institute of Peace (USIP) and also as Distinguished Visiting Professor at our Institute of Political Science. Dr. Roy Karadag, postdoctoral researcher at Bremen University’s Institute for Intercultural and International Studies, further commented on the panel.

The contributions discussed both the political inclusion and exclusion of actors such as the youth, the military and minorities prior to and in the aftermath of the Arab uprisings and the repercussions of those authoritarian strategies.

Also Hürcan Asli Aksoy presented her findings on »Engendering democracy in Turkey: the efforts of women's civil societal organizations and gendered outcomes« and Nadine Kreytmeyer together with Dr. Beste Isleyen talked about »Enterprising youth in Jordan and Palestine through neo-liberalism: a critical perspective.«

In addition to the academic value of the panels the participants had various opportunities to exchange ideas and experiences in cultural events and a nice reception.

Steven Heydemann on the Syrian civil war on campus radio

Prof. Dr. Steven Heydemann talked about the Syrian civil war in an interview with Lucas Eiler. He emphasizes the international community needs to create an environment of negotiation. He critically mentions the US government's approach to pressure the Syrian regime militarily.

 

Steven Heydemann is Vice President of Applied Research on Conflict at the U.S. Institute of Peace (USIP) in Washington, D.C. He taught at Yale University, Columbia University, and the European University Institute in Florence. He is Distinguished Visiting Professor at the Institute of Political Science in Tübingen from 2014 to 2016.

Steven Heydemann on "Authoritarian Governance in an Era of Mass Politics"

Prof. Dr. Steven Heydemann, United States Institute of Peace, gave his first lecture as "Distinguished Visiting Professor" at the Institute of Political Science in Tübingen and engaged in a stimulating discussion.

Prof. Heydemann will be teaching at the Institute of Political Science from 2014 to 2016 for several weeks per year. His academic path includes Yale University, Columbia University and the European University Institute in Florence and he is the founding director of the Center for Democracy and Civil Society at the Georgetown University, one of the best known academic institutions for its broad research on the modern Middle East. Steven Heydemann currently serves as Vice President of Applied Research on Conflict at the U.S. Institute of Peace in Washington, D.C. where he also directs the Institute's Syria programs. He belongs to the most respected consultants of US foreign policy.

Inaugural lecture by Prof. Bernhard Trautner on the consequences and repercussions of the Syrian civil war on the regional and international level

Hon.-Prof. Dr. Bernhard Trautner gave his inaugural lecture entitled “Tipping the Balance of Conflict and Revolution: Opportunities, Limits and Challenges of Assistance in the Syrian Crisis” on April 30th. He discussed with the audience the dangers of Syria’s fragile statehood, its possible repercussions for the regional state order and the role of the international donor community.

Dr. Bernhard Trautner studied Political Science, Islamic Studies and Public Law at Heidelberg University and got his phD on constructive conflict resolution in the MENA at Bremen University. His professional life consists of work experiences in both academics and practice. He worked as Senior Fellow at the Center for Development Research (ZEF) in Bonn and was also appointed to the Chair for Political Science and Political Management at Bremen University. He then worked as advisor to the Federal Ministry for Economic Cooperation and Development and in the German Foreign Office in Addis Abeba. Since 2013 he is Deputy Head of the Middle East Department at BMZ.

“Women in Turkey“ – Hürcan Aslı Aksoy at Offenburg’s adult education center

“Gender equality and women’s movement in Turkey” – Hürcan Aslı Aksoy contributes to the lecture series “Gender perspectives on the move?” of the City of Tuebingen

On May 16th Hürcan Aslı Aksoy gave a public lecture on “Gender equality and women’s movement in Turkey” within the lecture series “Gender perspectives on the move?” organized by the Department for equal treatment and integration of the City of Tuebingen.

The lecture series sheds light on the implementation of gender equality, especially from women’s perspective. The audience was mainly concerned about recent developments in Turkey’s gender regime and the pressing issue of “violence against women”. Ms. Aksoy engaged in a lively discussion sharing personal experiences from her extensive field research all over Turkey. The lecture was joined by Member of German Parliament Beate Müller-Gemmecke and Member of Landtag Daniel Lede Abal from the Green Party.

Guest speaker Dirk Kunze about the Lebanon

More than 60 interested persons came at June 8th to the Neue Aula to listen to Dirk Kunze's lecture about the current situation in the Lebanon and the Syrian crisis. Kunze is the head of the Friedrich-Naumann-Foundation in Beirut and gave interesting insights of where and in which sectors the about 1,5 Million Syrian refugees cause tensions in the Lebanese society. He also presented the work of the Foundation. Before the lecture students of the CMEPS Master had the possibility to ask questions and talk with the regional expert.

Tuebingen Talks on Democracy: Prof. Minkenberg, expert on right-wing radicalism, compares the radical Right in Eastern and Western Europe and its danger for democracy.

What is the radical right? How can it be distinguished from neo-Nazi, right-wing extremist, and right-wing nationalist tendencies? What makes a soil fertile for the radical right and how can this fertile soil be eliminated? Und does the radical right in Western Europe differ from the radical right in Eastern Europe? Prof. Minkenberg is Professor for Comparative Politics at the Europe-University Viadrina Frankfurt (Oder), Germany. Since the mid-1990s, he examines right-wing radicalism in Europe. His talk titled “The radical right and democracy in Europe. A comparison of East and West” took place on June 22, 2017 as the second of five “Tuebingen Talks on Democracy”. Prof. Minkenberg emphasized that right-wing radicalism can be understood as a misleading ideology, claiming a non-existent national homogeneity. Parties and movements of the radical right claim this supposed homogeneity to be in danger due to external, foreign forces. The classification into an “us-group”, being the nation, and “the others” is, according to Prof. Minkenberg, artificial, illiberal, and dangerous. The talk pointed out that for the stability of liberal democracy it is crucial to understand the ideology as a deception. However, fundamental differences can be observed in the development and the structure of radical right-wing movements and parties in East and West Europe. Although Van der Bellen could prevail against Hofer in Austria and although Marcon and not Le Pen moved into the Palais de l’Élysée, democracy in Europe is still seen as in dangerous waters by Prof. Minkenberg. “Only time can tell what all this will come to.”

Successful Opening of the Tuebingen Talks on Democracy

The Minister for Foreign Affairs, Immigration, and Asylum of the Grand Duchy of Luxembourg, Jean Asselborn, successfully opened the “Tuebingen Talks on Democracy” together with Prof. Schlumberger and Prof. Schedler. His talk in the “Alte Aula” on June 15th has drawn an audience of approximately 140 listeners.

The series of lectures aimes at providing insights from the field of Comparative Politics about erosion and subversion of democracy by combining perspectives of researchers and political actors. The opening speech was held by Prof. Schlumberger and introduced several serious developments posing threats to democracy on a European and on a global level. To discuss “the substance and the future of democracy” is according to Prof. Schlumberger intention of the series of talks. For him the most crucial question is: “What can we do? As citizens, as scientists, as democratic states?”

Following the opening speech the documentary “Foreign Affairs” was screened, portraying Jean Asselborn using tact and firm believe to provide the Grand Duchy with a strong voice on the international stage. In this context, the European democracy is to him motivation and goal in one, since the toil for democracy must never cease. Minister Asselborn assesses the populist advances critically but did not fail to put emphasis on governmental delinquency. He furthermore focused his words on the limitations of the freedom of press in Poland and the lack of independence of the Hungarian judiciary. The Luxembourgian social democrat stresses: “Europe is a construction in need of diligence”, it has to show strength against these attacks on functioning democracy.

At the outset of his tenure in 2004, Jean Asselborn, longest-serving European Foreign Minister, had a distinctly more optimistic view on the condition of the international society than today. After the war in Iraq had ended, there was hope for a phase of stability, which, however, was not fulfilled. The integration of the Balkans were, according to him, only a matter of time and should have been finalized by 2015. Finally, the US-American relations did not develop according to his ideas. Mr. Asselborn therefore assumes the challenges of European democracy to be essential. Prof. Schedler retorts that many autocracies did not manage to make a stance against democracies during the last 40 years. However, Schedler admits, many democracies were caught up in the clutches of electoral autocracies since the third wave of democracization. He problematized that the EU came to terms with these regimes too often and too easily while overlooking a gradual tendency towards democratic erosion.

Jean Asselborn, Oliver Schlumberger and Adreas Schedler agree that it is a responsibility of a strong civil society to live and defend democracy. Achieving this goal will be the intention of the subsequent Tuebingen Talks on Democracy.

David Suber at the SeSaMo Conference in Catania - Italy

David Suber, CMEPS MA student, presented a paper on refugee modalities of protest at the annual conference of the Italian Society for Middle Eastern Studies (SeSaMo). The conference titled ‘Migrants: Communities, Borders, Memories, Conflicts”, took place at the University of Catania, from the 17th to the 19th of March 2016. David Suber presented his ethnographic research on the links between the temporality of waiting and the different modalities of political contestation staged by the inhabitants of the Calais refugee camp during the police evictions of February 2016. The title of the panel was “Migrant protest and political mobilization in North Africa and the Mediterranean: spaces, infrastructures and embodied experiences of migrant political agency”.

David Suber presents at the First 'Great Lake' Ottoman Symposium on Ottoman Typologies of Identities

David Suber presented at the First 'Great Lake' Ottoman Symposium held over the weekend at the Hochschloss of Tuebingen University. The purpose of the symposium was to bring together scholars from South-Western german-language Universities to discuss on the topic of 'Typologies of Ottoman Identities'. David Suber joined the panel on modern Ottoman identities with a presentation on the role of Jewish-Francos families of Ottoman Salonika in the construction of a specific typology of late-Ottoman identity, focusing on primary archival sources on the Jewish-Salonikan family of the Allatini. The symposium is the first of its kind in Tuebingen and Germany more broadly. It was participated by major German and international Ottoman scholars currently working in German and Swiss Universities.

Research group at the DVPW Congress 2015

Our research group took part in the 26th Congress of the German Political Science Association (DVPW) hosted at the University Duisburg-Essen from 21 to 25 September 2015. During the conference titled 'Vorsicht Sicherheit! Legitimationsprobleme der Ordnung von Freiheit' Oliver Schlumberger, Thomas Altmeppen, Mirjam Edel, and Konstantin Weeber participated in many inspiring panels and plenum sessions. One of our research group members, Mirjam Edel, held a presentation in a panel on 'A threat to security? Discoursive (de-)legitimations of democratic transition in the Arab world'. Under the title 'Security First. The legitimation of state repression in Egypt under military rule' she discussed when and why al-Sisi and the Egyptian ruling elites chose to justify specific kinds of repression while covering others.

Danae Panissié gave a lecture on „The Islamic State – A state without borders“

On July 16, 2015 Danae Panissié gave a talk organized by the student association Akademische Verbindung Virtembergia in Tübingen. The presentation first provided an overview of the versatile spectrum of Islamist actors in the region and located the “Islamic State” (IS) at its extremist end. The introductory differentiation between moderate, militant and hybrid Islamist actors was followed by an overview of IS’ organizational arrangements, its ideological traits and its international supporters. The guests actively discussed the region’s past trajectories and its perspectives, as well as the controversial behavior of Western actors in a seemingly intensifying “New Middle East cold War”.

“Non-democratic regimes and the Arab Spring“ – Oliver Schlumberger at Munich’s LMU

Invited by the Geschwister-Scholl-Institute of Political Science (Chair of Comparative Political Systems, Professor Stykow) Oliver Schlumberger contributed to the crossdisciplinary lecture “Non-democratic Regimes” with his talk on “Non-democratic regimes and the Arab Spring“ on February 3rd.

Prof. Schlumberger talked about causes and consequences of authoritarian resilience in the MENA before and after the Arab uprisings. He concluded his lecture with remarks on future perspectives between fragile statehood and authoritarian durability in the Middle East.

“Turkey at the crossroads – the end of Erdoğan’s regime?” Turkish journalist Can Ataklı in Tuebingen

Turkish journalist Can Ataklı gave a lecture on “Turkey at the crossroads – the end of Erdoğan’s regime?” in the well visited Audimax on January 18th. Mr. Ataklı was jointly invited by the Turkish Club Tuebingen and our research group and discussed Turkey’s history and recent political events as well as current challenges with the audience.

 

Can Ataklı (born 1956) studied media studies at the University of Marmara and worked at various daily papers such as VATAN, GÜNAYDIN, and TAN. He worked as chief editor of SABAH from 1996 to 2001 and worked for STAR-TV until 2004. He also worked as commentator for VATAN between 2006 and 2013. Since August 2013 he is with ULUSAL.

In Luxemburg the NATO Parliamentary Assembly met from May 17th to 19th.

Nadine Kreitmeyr at the kids‘ cinema series „Morgenflimmern“ in Stuttgart

Nadine Kreitmeyr took part as Middle East expert in the kids‘ cinema series „Morgenflimmern“ in Stuttgart on May 15th.

The new series is organized by the Film Bureau Baden-Württemberg once a month. Children are supposed to get in touch with movies as “a place for learning”. They work on specific political and social topics by making use of films. This month focused on the Israeli-Palestinian conflict in general and suicide bombing in particular. Nadine Kreitmeyr supported the children.

Workshop "The Transformation of Political and Economic Orders around the Mediterranean"

A workshop took place in Tuebingen in December to which 14 phD candidates and postdocs from Egypt, Jordan and Germany came together. The workshop concluded the three-year German-Arab Academic Dialogue between the Institute of Political Science in Tuebingen, the Cairo University, the American University in Cairo, and the Center for Strategic Studies of the University of Jordan in Amman. The attendants had been able to do research in one of the partner institutions in the framework of this institutionalized exchange program for young scholars between 2010 and 2012.

The workshop was entitled “The Transformation of Political and Economic Orders around the Mediterranean“ and covered a wide range of topics on current political developments in Egypt and Jordan and its regional repercussions as well as changes in Western-Arab relations after the uprisings. The attendants discussed their papers in a constructive and cooperative atmosphere. A joint publication on the results of the workshop is scheduled.

Launch of research project "Arab Youth: From engagement to inclusion?"

The research project “Arab Youth: From engagement to inclusion” was formally launched with a Kick-Off meeting in Rabat, Morocco, from April 22-25, 2012. The meeting was opened by Thomas Weich, cultural attaché of the German Embassy in Morocco, and Prof. Dr. Khalid Berjaoui, dean of the School of Law, Economics and Social Sciences at the University Mohammed V - Souissi. Representing the chair of Middle East and Comparative Politics Prof. Dr. Oliver Schlumberger and Kressen Thyen took part in the meeting. Topics of the discussion were current status of research concerning political mobilization of youth and young adults in Morocco and Egypt, their relation to the state and possible support by international donors. It further determined the research activities for the coming year. Additionally, further research activities for the coming year were defined. The research project is funded by the Volkswagen Foundation for a duration of two years.

Workshop in Quantitative Methods Held by Dr. Walid Alkhatib




Dr. Walid Alkhatib from the Center for Strategic Studies at the University of Jordan participated in the junior researcher exchange within the framework of the German-Arab Higher Education dialogue. During his time at our department at the University of Tübingen, the Jordanian researcher held a workshop in quantitative methods for German PhD candidates, thereby contributing to the methodological training of researchers at his host institution. In Dr. Alkhatib’s workshop the PhD candidates could enhance their knowledge of logistic regression and statistics programs.

The Egyptian Revolution: Causes and Consequences - Torsten Matzke Gives Talk at Round Table Tübingen/Reutlingen

Following an invitation by Round Table Tübingen/Reutlingen, Torsten Matzke gave a talk on the current situation in Egypt. He analyzed the reasons leading up to the revolution, emphasizing the lack of opportunities for political participation and the economic marginalization of large parts of society. In addition, he discussed the regional and international consequences of the changes within the Egyptian regime. Mr Matzke made clear that the new political forces do not directly endanger Israel. If the Muslim Brotherhood was to succeed in becoming part of a new ruling coalition, it would not constitute an external threat, but could inhibit the rights of Egypt's Christian minority.


Round Table Tübingen/Reutlingen supports charitable projects in Germany and abroad. In particular, it organizes the annual Tübingen “duck race”, the proceeds of which are donated to charity.

“Democracy in Retreat?” – Prof. Schlumberger speaks at DIE conference in Berlin

On March 1, Prof. Schlumberger participated in an expert conference organized by the German Development Institute (DIE) entitled “Democracy in Retrat? Do Russia and China Promote Autocracy in their Neighbourhoods?”.
He chaired the panel “The external exploitation of autocratic neighbourhoods in China’s region” and held a widely discussed lecture on “What keeps authoritarian rule stable?”.

Freiburg University discusses recent developments in the MENA region

As a participant in a panel on “Wind of Change 2.0 – Revolutions in the Arab world?”, Prof. Schlumberger gave a talk on the recent upheavals in the Arab world and on chances for successful democratization. In the ensuing discussion, he argued that there would be no “domino effect” resulting in the democratization of the whole region and called for a conceptual realignment of German and European Middle East policy based on a new understanding of political stability.

Task force on “The Mediterranean – Science, Culture, Politics” established


On December 13, scholars from the universities of Heidelberg, Karlsruhe, Ludwigsburg, Mainz, Mannheim, Stuttgart, and Tübingen met at the Institut für Auslandsbeziehungen (Institute for Foreign Cultural Relations, IFA) and established a task force on „The Mediterranean – Science, Culture, Politics“ . It forms part of the “Wissenschaftlicher Initiativkreis Kultur und Außenpolitik” (Scientific Council on Culture and Foreign Policy, WIKA). As a founding member of the task force, Prof. Schlumberger took part in a one-day workshop and functioned as moderator and rapporteur of the working group on “Culture and Politics” during the drawing-up of the agenda.

“German-Arab Higher Education Dialogue”: First Steering Committee Meeting held in Cairo


Oliver Schlumberger and Stephanie Wagner organized and conducted the first Steering Committee Meeting of our cooperation network with three Arab partner institutions within the framework of the DAAD-funded “German-Arab Higher Education Dialogue” in Cairo last week. Our Arab partners are:

• the Center of Strategic Studies (CSS) at the University of Jordan, Amman,
• Cairo University (CU), as well as
• the American University in Cairo (AUC).

As Professor Schlumberger pointed out in his opening remarks, this scheme set up by the four partners represents the very first multilateral German-Arab cooperation network in political science that has seen the light. The program focuses on “shared goals” which exist between the partners’ respective polities and societies, but explicitly acknowledges that there are “different perspectives”. These “shared goals – different perspectives”, to quote the project title, are addressed with respect to the four crucial political areas of peace and security on the one hand as well as welfare and development on the other.

The range of meetings, which also included extended talks with the head of the science department of the German Embassy, Mr. Christopher Fuchs, as well as with the director of DAAD’s office in Egypt, Dr. Michael Harms, served to assess the current state of ongoing activities as well as to set the frame for preparations of planned additional components of the program scheduled to start in fall 2011, as well as to discuss further open questions such as how to diminish existing structural discrepancies between the funding organization’s requirements and academic exigencies in practical project work, or reflecting on possibilities of deepening and expanding the newly established cooperation network over the remainder of the decade that has started (2010-2020).

The talks were highly successful due to the presence of representatives of all four project partners and were conducted in a highly productive and focused atmosphere that was characterized simultaneously by an extremely amicable and collaborative spirit in which all partners shared the desire to achieve joint outcomes.

Day one of the discussions was held at Cairo University’s Faculty of Economics and Political Science (FEPS) and attracted also other colleagues from that faculty who are not directly involved in the program, but nevertheless attended the discussions, while the second day of the Committee Meeting took place on the premises of the Cairo DAAD office which celebrates its 50th anniversary this year.
The second day also included a three-hour meeting between Prof. Schlumberger and Ms. Wagner as well as partner institutions’ representatives and students and junior researchers from Tübingen University who are currently participating in the various program schemes and are studying and teaching and/or pursuing research in Egypt.

While compact and intense, the way is thus well-paved for our cooperation-network to move smoothly on to the next stages of our cooperation in 2011. Finally, it became during the talks that there is a general desire on all sides to continue the new cooperation (that has become operational only few months ago) beyond the current funding period (2010-2012), and if possible transform it into yet more institutionalized partnerships. We will therefore engage in an ongoing search for funds and resources to allow us to deepen and expand our network of cooperation in the future.

German Turkish Roundtable on International Affairs (GTRT): "Prospects for the roles of Germany and Turkey in the Middle East"

Following an invitation by the Istanbul Policy Center (IPC) at the internationally renowned Sabanci University, by the Stiftung Wissenschaft und Politik (the German Institute for International and Security Affairs, SWP) and by the Robert Bosch Foundation, Prof. Oliver Schlumberger participated in the first German-Turkish Round Table on October 7-8 in Istanbul.


The Roundtable, which brought together political decision-makers, journalists and academics from both sides, aimed at discussing Turkey’s and Germany’s respective roles in the Middle East. A key focus was placed on Turkey’s new foreign policies which among some international actors, including Germany, are currently met with great skepticism. In the discussions between German and Turkish academics, representatives of the countries’ foreign ministries as well as the Turkish prime minister’s office and the German chancellor’s office, Professor Schlumberger and other academics pointed to the necessity of taking seriously Turkey’s ambitions and right to redefine its role in regional policies, especially given the fact that the EU does not seem to be willing or able to offer Turkey a realistic prospect for membership in the EU.


As Prof. Schlumberger pointed out, there is nothing dangerous, spectacular or peculiar about Turkey’s current revision of its regional foreign policies. Rather, a dialogue between partners and friends should be continued without potentially damaging German efforts at patronizing Turkey in its foreign policy formulation. Turkey is a politically self-assured and economically strong partner; for these and many other reasons, Turkish integration into the EU would be a chance for the EU more than it actually is for Turkey – a fact that German politicians, fearing public opinion at home, have long been reluctant to acknowledge. It would be in the EU’s best interests to work towards the further integration of Turkey and provide its government and people with a clear schedule for full EU accession in case the country so wishes.

Our team visited the 17th Annual Meeting of the German Middle East Studies Association for Contemporary Research and Documentation, held in conjunction with the 31th German Congress of Oriental Studies in Marburg.

Prof. Schlumberger took part in a roundtable on MENA politics at German universities with Prof. Dr. Rachid Ouaissa (Marburg), Prof. Dr. Werner Ruf (Kassel), Prof. Dr. Christoph Schumann (Erlangen) and Prof. Dr. Anja Zorob (Berlin).

Our research group visited the World Congress for Middle Eastern Studies, which took place in Barcelona from 19 to 24 July. Prof. Oliver Schlumberger, Maria Josua, Torsten Matzke, Hürcan Asli Aksoy and Nadine Kreitmeyr presented their own work and/or discussed the findings of others.

Following an invitation by the Friedrich Naumann Foundation, Prof. Schlumberger participated in a panel discussion on "State and Civil Society in Europe and the Arab World", which took place in Berlin.

Prof. Schlumberger holds keynote speech at DAAD Regional Conference in Cairo


On May 30, Prof. Schlumberger held a keynote speech entitled "The Social Sciences and the Arab World: Challenges and Perspectives for an International and Autonomous Social Science", opening the regional conference "The Current State of Social Sciences in the Arab World" organized by the DAAD on the occasion of the 50th anniversary of its Cairo office.

Congress of the German Middle East Studies Association (DAVO)

At the annual conference of the German Middle East Studies Association for Contemporary Research and Documentation (DAVO) in Bonn, Germany, IfP assistant professors Maria Josua and Torsten Matzke gave lectures. While Josua reported on the topic "What Happens When the Ruler Dies? A Comparative Analysis of Dynastic Succession Processes in Bahrain, Jordan and Syria”, Matzke delivered a lecture on "Conceptualising State-Business Relations in the Middle East and North Africa".

The Failure of the Monarchies Club - GCC Integration versus Clashing Identities in Kuwait and Qatar

On July 19 Sean Yom, Associate Professor for Political Science at the Tempel University in Philadelphia will visit the Institutskolloquium. Keeping the difficulties arising from clashing identities in mind, Yom will present the problems the Gulf Cooperation Coucil (GCC) faces.

Tuebingen Talks on Democracy: The AfD - A Hazard for Democracy?

On July 20th Prof. Steffen Kailitz is a researcher on totalitarianism and will conclude the Tuebingen Talks on Democracy with his talk "The AfD - A Hazard for Democracy". The talk will take place at HS 24 in the Kupferbau at 12 pm st. The admission is, as always, free of charge. Following the talk there is time for questions and discussion.
