Institutskolloquium IfP (04.11.2026) – Current Authoritarian Trends in the Middle East: A presentation of the Tyranny Tracker
Panelists: Malaak Jamal, Lynn Harfoush and Charles Sutherland
Wednesday, November 04, 2026, 16:00 (c.t.)
Room 124, Institut für Politikwissenschaft, or online via Zoom
About the lecture:
The Tyranny Tracker, developed by the Human Rights Foundation (HRF), is a newly launched qualitative index that classifies countries as democratic, hybrid authoritarian or fully authoritarian. Instead of aggregated numerical scores, it assesses 45 indicators across three pillars: electoral competition, freedom of dissent and institutional accountability. Particular weight is placed on judicial independence as the decisive check on executive power. Our guests present the Tracker’s approach and findings and ask what they reveal about current authoritarian trends in the Middle East. The panelists Malaak Jamal, Lynn Harfoush and Charles Sutherland will discuss how well the framework captures Middle Eastern realities, where the tracker complements or challenges existing measures, and what the recent authoritarian developments mean for research, policy and civil society.
Presenters and Panelists:
Malaak Jamal is HRF’s director of policy and research, overseeing its research and analyzing political regime developments in countries under authoritarian rule. She received a Master of Arts in diplomacy and international relations from Seton Hall University, specializing in human rights, international law, and post-conflict state reconstruction and sustainability. Jamal received her Bachelor of Arts from Fairleigh Dickinson University (FDU), where she double majored in political science with a concentration in international relations and sociology. She was awarded FDU’s Outstanding Achievement in Political Science award. She completed her minor in Middle East studies at the American University in Dubai. Jamal’s opinions have been featured in TIME, The Washington Post, CNN, The Journal of Democracy, The News Lens, and Raseef22.
Lynn Harfoush is a Lebanese political activist and member of the Executive Committee of the Lebanese National Bloc, one of Lebanon’s historic liberal political parties, where she has served since 2019. Her work focuses on democratic governance, rule of law, and strengthening political participation in Lebanon. She is the founder of Siyasiyyat, an initiative that equips and supports women seeking to enter politics and run for public office, advancing women’s representation in political life. Lynn also leads AFAAL, a Lebanese NGO that promotes citizen-led initiatives and community-driven development. During the 2024 war in Lebanon, she was actively involved in coordinating humanitarian efforts and supporting displaced communities, while continuing her political advocacy for state sovereignty, civilian protection, and democratic reform. Through her work, she promotes liberal democratic values, civic engagement, and more inclusive political institutions in Lebanon.
Charles Sutherland is a research fellow at the Human Rights Foundation (HRF), leveraging more than a decade of experience in research and programs to monitor and report on regimes across SWANA for the Tyranny Tracker.
Charles has lived in Amman and Cairo for a combined seven years and uses multiple dialects of Arabic in his research. He holds a MA in Comparative Middle East Politics and Societies from the University of Tübingen and the American University in Cairo, a BA in Near Eastern Languages and Civilizations from Harvard University, and was a Fulbright-Hays CASA Fellow at the Qasid Institute in Amman, Jordan.
