With regard to the question of examination entitlement, a distinction must be made between courses of study and types of examination. In principle, the group of entitled examiners is defined in the respective examination regulations.
For examinations, the topics are always set by the examiners themselves. The fact that, as a rule, the thematic framework is defined in advance with the candidates does not mean that students are free to choose their topics or that each examiner would have to examine each topic.
