Initiative ‘Sustainable Institutionalization of Teacher Education’

Institutionalization (in) teacher training

Issues surrounding the institutionalization of teacher training initially intensified in the wake of the restructuring of teacher training programs as part of the Bologna reforms, with the establishment of KMK standards and KMK recommendations for teacher training, but particularly in the wake of the joint quality initiative for teacher training launched by the federal and state governments (QLB). Two years before the provisional end of the QLB, they are virulent for teacher training.
In 2019, they were discussed for the first time in a wider circle as part of the QLB camp ‘Institutionalization of Teacher Training’ at the network meeting of the support program, and in 2020 in the digital exchange format of the projects in the session ‘Institutionalization of Teacher Education: Good Practice, Institutional Boundaries, Open Potential’ in a larger circle and fed into the nationwide discussion.
They resulted in the draft of a key issues paper on the ‘Institutionalization of Teacher Education’. The paper is currently being made available for information and discussion to key committees, associations, and organizations involved in teacher training at the federal and state levels, university rectors, and professional associations, such as the Standing Scientific Commission of the Conference of Ministers of Education (StäWiKo), the German Rectors' Conference (HRK), and the Executive Board of the German Society for Educational Science (DGfE).

Objectives of the initiative ‘Sustainable Institutionalization of Teacher Education’

The objectives of the initiative “Sustainable Institutionalization of Teacher Education” are to ensure the growing relevance of teacher education and the quality of its expanded range of tasks and responsibilities in the long term.
In our view, the key issues paper on the institutionalization of teacher training and the comprehensive discussion are an important first step in this direction. Further activities and initiatives  will be updated regularly. However, the website is still under construction!  Below you will find contact persons and opportunities for participation.

Key points paper on institutionalizing teacher training

The key points of institutionalization in teacher training aim to describe, discuss, and establish basic institutional standards for teacher training for central (academic) institutions and, consequently, to secure the structures that have been established in a sustainable and thus also legal manner.

The dimensions outlined in the paper are intended to promote and advance the discussion on possible institutional standards. The paper is aimed at various target and stakeholder groups, such as stakeholders in science and culture ministries, university management, management of teacher training institutions, and teacher training stakeholders at universities (phase 1) in cooperation with stakeholders in phases 2 and 3 of teacher training.
