County and Township Cadres are critical for the central government’s objective of stimulating development in rural China and build “a new socialist countryside”. This project inquires if and to what extent local cadres can be designed as “strategic groups” in the process of formulating and implementing specific policies, how they interact with higher levels and how much political autonomy they enjoy. The project, funded by the German Research Association DFG) and the Federal Ministry of Economic Cooperation, is jointly carried out with the Institute of East Asian Studies at the University of Duisburg-Essen (Prof. Thomas Heberer) and the China Center for Comparative Politics and Economics (CCCPE) in Beijing.
