‘Recent scholarship on growth regimes emphasizes how economic structures and the interests of powerful producer groups matter for which growth strategies are pursued. Focusing on the case of skill formation, this paper examines the ideas and discourses through which actors promote their preferred interpretation of how advanced democracies generate economic growth. Taking our departure in the recognition of the growth regime literature that ideas are vital for coalition building and legitimization, we build on ideational scholarship to argue that understandings are negotiated between coalitions constituted by political actors with congruent policy beliefs about policy problems and solutions. Specifically, we explore competing interpretations of growth regimes and who successfully dominates meaning-making processes across countries. We investigate policy debates in Denmark, France, Germany, and the United Kingdom. Employing discourse network analysis, we analyze data from quality newspapers over the past 20 years. We trace the evolution of constellations of actors and ideas over time and find evidence of systematic differences in the national discourses on growth regimes in the terms of actors participating in the debate and the ideas they discuss.’
