About the lecture: Military technologies for conducting precision strikes from a distance, such as armed drones and precision-guided munitions, are proliferating globally, including to autocratic states like Saudi Arabia and the United Arab Emirates. In this talk, Max Mutschler will present findings from the BICC research project “On the Road to Liquid Warfare,” which examines how the spread of remote warfare technologies is reshaping patterns of armed conflict. Particular focus is placed on the spatial and humanitarian dimensions of war, including territorial control, the balance between airstrikes and ground troops, targeting practices, and civilian casualties.
Dr. Max Mutschler is a Senior Researcher at the Bonn International Centre for Conflict Studies (BICC), where he studies the development, proliferation, and governance of military technologies and their implications for arms control. His work focuses on preventive arms control—especially space weapons and missile defense—as well as arms trade and export controls in Germany, Europe, and beyond. He also researches remote warfare technologies, including cruise missiles, precision-guided munitions, and drones, and their impact on conflicts involving autocratic states and non-state actors. He holds a PhD in Political Science from the University of Tübingen and co-chairs the GKKE expert group on arms exports.
