About the lecture: The past years were marked by pronounced political regression globally. Part of the authoritarian, often populist, challenge was its narrative that democratic governance was elitist in design and unfair in outcome, and that it was impaired by partisan squabbles preventing effective policymaking. Comprehensively measuring governance performance, social inclusion and economic development, the Transformation Index BTI is able to check whether autocratic and populist-authoritarian regimes can live up to their claim of being more just and more efficient than democratic governments. It can trace over time what effects regime changes or democracy erosion have on the quality of governance and which governance qualities are particularly affected. 


Dr. Hauke Hartmann is Senior Expert at the Bertelsmann Stiftung and Co-Director of the Transformation Index BTI, which analyses and evaluates the status of political and economic transformation and the quality of governance in 137 developing and transformation countries. He was Fulbright Scholar at the State University of New York and Fox International Fellow at the Center for International and Area Studies at Yale University. He holds an M.A. in North American Studies (Free University of Berlin) and in Latin American and Caribbean Studies (State University of New York) and received a Ph.D. at the Free University of Berlin for his thesis on US human rights policy under President Carter.
