International Seminar “Discussions Around the Use of Solitary Confinement in Prisons” (May 8, 2026, University of Tübingen)
The European Committee for the Prevention of Torture and the European Court of Human Rights in collaboration with the Eberhard Karls University Tübingen are hosting an international seminar on solitary confinement in prisons.
The event will bring together leading experts in penal policy, human rights law, and criminology to examine the use of isolation measures through the dual lens of ECtHR jurisprudence and CPT standards – two complementary yet distinct frameworks that together define the European normative architecture on detention.
The substantive programme features keynote presentations and a panel discussion.
This event offers a rare opportunity for academics, legal practitioners, and policymakers to engage with current developments at the intersection of monitoring and adjudication in the field of torture prevention.

Praxisheft und Präsentationsfolien für polizeiliche Ausbildung
Das im Projekt "Polizeivertrauen in der Praxis" entstandene Praxisheft Polizeivertrauen fasst zentrale Erkenntnisse der Forschung zu den Voraussetzungen und der Bedeutung von Polizeivertrauen für die polizeiliche Praxis zusammen. Die von Dr. Meike Hecker entwickelten Schulungsmaterialien sind offen zugänglich und stehen allen Interessierten als Open Educational Resource (OER) zur Verfügung. Begleitet wird das Praxisheft von Präsentationsfolien, die in der polizeilichen Ausbildung eingesetzt werden können, sowie von einer dazugehörigen Foliendokumentation.
Das Projekt wird im Rahmen der Innovation Grants an der Eberhard Karls Universität Tübingen gefördert (Laufzeit Januar 2021 - September 2023).
"I have the honor to present to your attention the next edition of the author's series of textbooks on human rights, dedicated to the practice of the ECtHR regarding the application of Article 3 of the Convention on the Protection of Human Rights, as well as the standards and practices of the European Committee for the Prevention of Torture. I sincerely believe that this series, launched in 2009, has become a relevant and sought-after publication for lawyers, judges, investigators, prosecutors, corrections officers and all who defend human rights. However - I emphasize this - I hope that this series will primarily continue to be useful for victims of crimes of torture and inhuman treatment, their relatives, and representatives who try to protect the rights of victims, despite the often high and strong wall of bureaucracy and abuses from the state and its agents. In the domestic system of criminal justice, the victim has always been marginalized in terms of the protection of his rights, and this marginality objectively deepened even more with the beginning of another armed aggression against Ukraine. Therefore, I have great hope that this new edition of practical orientation will serve the protection of the rights of all people who were arbitrarily deprived of what, in principle and under no circumstances, a person can be deprived of – the right to be free from torture or inhuman treatment."

Expertengutachten zu Krise und Prävention in DPT-Begleitschrift
Anfang April wurde die Begleitschrift zum 28. Deutschen Präventionstag (DPT) mit dem Themenschwerpunkt Krise und Prävention veröffentlicht. Darin enthalten ist auch ein Beitrag des LegiNot-Projektteams: Prof. Dr. Rita Haverkamp, Prof. Dr. Christoph Gusy und Tjorven Harmsen beleuchten in ihrem Expertengutachten „Krisen und ihre Prävention aus interdisziplinärer Perspektive" aus ihrer jeweiligen Fachdisziplin heraus den Begriff der Krise und die besonderen Anforderungen an Prävention in Krisenzeiten.
Im Anschluss an eine Definition der Krise als sozialer Prozess werden die Rolle der Krise im Recht und die besondere Herausforderung der Legitimation von Notfallmaßnahmen aufgezeigt. Darauf aufbauend diskutieren die Autor:innen am Beispiel der Covid-19-Pandemie die Frage, welchen besonderen Herausforderungen Kommunalverwaltungen sich im Verlauf dieser Ausnahmesituation stellen mussten. Ein besonderer Fokus liegt dabei auf dem Umgang mit entgrenzten und sich überlagernden Krisen. Den Abschluss bilden Überlegungen zur Prävention von Krisen und inwiefern Prävention als Teil des Krisenmanagements zu verstehen ist.
Der Artikel basiert auf den Arbeiten im Projekt LegiNot (Legitimation des Notfalls - Legitimationswandel im Notfall), das vom BMBF im Rahmen des Programms „Forschung für die zivile Sicherheit" für drei Jahre gefördert wird. Weitere Informationen finden Sie auf der Projekthomepage.
Der 28. Jahreskongress des Deutschen Präventionstages fand am 12. und 13. Juni in Mannheim statt. Prof. Dr. Rita Haverkamp beteiligte sich dort unter anderem an der multiperspektivischen Paneldiskussion zum Schwerpunktthema „Krisen & Prävention" (Montag 12. Juni, 14-15:30 Uhr).
