General information about Erasmus+ staff mobilities

Erasmus+ program

Since 1987, the EU provides funding for the mobility of students and teachers in Europe through the Erasmus program. The overall aim of the Erasmus+ program is to support the educational, professional and personal development of people in the fields of education, training, youth and sport in Europe through lifelong learning, thus contributing to sustainable growth, skilled jobs, social cohesion, promoting innovation, strengthening European identity and active citizenship.

The following priorities have been set for the Erasmus+ program generation 2021-2027
- Inclusion and diversity
- Digital transformation
- Environment and combating climate change
- Participation in democratic life

The University of Tübingen possesses the 'European Charter for Higher Education (ECHE)', which entitles it to participate in the program and obliges it to implement the declaration on higher education policy.

Staff mobilities

The mobility of lecturers and general university staff at the University of Tübingen and the University Hospital (UKT) can be funded for the purposes of further education and teaching via the program lines KA131 (program countries: EU/EFTA & Turkey) and KA171 (partner countries worldwide). The Eberhard Karls University of Tübingen maintains more than 650 cooperative relationships with around 350 universities abroad in the Erasmus+ program.

In general, the following types of mobility are eligible in the KA131 & KA171 program lines:

  • Staff mobilities for teaching purposes (STA or STA2), as long as a subject-specific agreement exists with the inviting partner university or the inviting partner university is part of the CIVIS Alliance. An overview of the partner universities can be found here Partner universities of the University of Tübingen, information on the CIVIS Alliance can be found on the website of the CIVIS staff unit

  • Staff mobility for training purposes (STT or STT2), provided that the activity in question is related to the professional development of staff and fulfills the requirements in terms of learning outcomes and personal development. Staff mobility for further education and training purposes is eligable

    • in all program countries and partner countries in the KA131 program line
    • only with prior nomination at a partner university  in the KA171 program line

More details on funding and the application process for the program lines are provided on the subpages:
Erasmus+ within Europe and Erasmus+ worldwide

European University Alliance CIVIS

Funding for mobilities within the framework of the European University Alliance CIVIS is provided either via the KA131 program line (European member universities) or via the KA171 program line (African partner universities).

In our online application portal Mobility-Online, you either select the exchange program “Erasmus+ staff mobility - Teaching (STA)” or the “Erasmus+ staff mobility - Training (STT)” in case of a mobility to a European member university. In case of a mobility to an African partner university, you will receive the appropriate link for the online application by email after you have gone through the nomination process.

Further information about the application process for funding can be found under Erasmus+ within Europe or Erasmus+ worldwide.

In order to avoid employees having to choose between a commitment within the framework of the European University Alliance CIVIS and their own projects outside of CIVIS, an independent maximum funding contingent per person and academic year of up to 2 mobilities and up to 14 days stay is available in the KA131 program line for CIVIS mobilities, which has no effect on the maximum funding contingents of the KA131 and KA171 program lines.

Further information about the European University Alliance CIVIS and about CIVIS services for teachers and researchers and for academic support services can be found on the CIVIS network homepage.

Sustainable travel (“Green Travel”)

Sustainability and climate protection is in the focus of the current Erasmus+ program generation 2021-2027. Therefore, the general guideline now states that participants may travel less than 500 km by sustainable means of transport (e.g. train, bus, carpooling). This is an appeal from the European Commission to all participants, but it is not an obligatory requirement. Travel is considered sustainable if at least 50% of the distance traveled is made using sustainable means of transport.

As an incentive to use sustainable means of transport for your mobility, you are entitled to both higher travel support and, if required, additional travel days. Details on the travel support and additional travel dayscan be found on the respective subpage of the program line.

Online language support

A lack of language skills remains one of the biggest barriers to participation in European education and training programs. The online language support provided by the European Commission aims to help Erasmus+ participants to improve the language skills required for their work placement so that they can take full advantage of this experience abroad.

This online language support is available in all official European languages: Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Irish Gaelic, Hungarian, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish and Swedish.

To use this offer, you have to register on the EU Academy website. Afterwards you will have access to the full range of services.

General information about business trips

Division VI: Section Business Trips, Travel Expenses, Excursions

Please also note the general information on business trips on the pages of the Subsection for Business Trips, Travel Expenses, Excursions (Division VI Section Human Resources and Internal Services).

Business trip application

Business trips require written approval before the start of the trip. Written business trip approval ensures legal certainty and is in the interests of both the responsible superior and the business traveler (e.g. with regard to claims for travel expense reimbursement, accident insurance in the event of an accident during the business trip).
Please note that a business trip is only approved if it has been signed by both the superior and the superior responsible for staff, as well as if the approval according to § 2 para. 1 LRKG has been ticked.

Compulsory occupational health care

If a business trip abroad is planned to regions with special climatic and health conditions (e.g. (sub-)tropical regions, polar regions), the employer is obliged to have an initial and follow-up occupational medical check-up carried out in due time in accordance with the Regulation on Occupational Health Care (ArbMedVV) Part 4 (1) 2. Detailed information can be found on the website of the occupational health ambulance. An appointment for the travel consultation should be made 3 months in advance.

In the case of compulsory preventive care, participation in occupational health care is not only a (contractual) obligation, but also a prerequisite for the job. The activity may not be carried out without a valid medical check-up certificate.

Certificate of secondment

For secondments/business trips abroad, employees/officials may require proof of the applicable social security legislation. Even if there is no obligation under European law to carry such a document within the EU and the certificate may also be applied for retrospectively if necessary, there are some member states whose national regulations oblige you to carry it with you. You can find detailed information on this in the fact sheet of the Federal Ministry of Labor and Social Affairs (in German).

The secondment form is available in the download section of the Human Resources department. You will find detailed information on the specific application procedure in the document “Information about secondment”.

Insurance cover for your stay abroad

Please note that Erasmus+ funding does not include insurance cover for your stay abroad. Participants are obliged to take out the necessary insurance cover themselves.

It is possible for participants to take out DAAD group insurance at their own expense. Health/accident and liability insurance are included. Detailed information: DAAD group insurance

ELEFAND: Electronic Registration of Germans Abroad

The Federal Foreign Office offers all German nationals the opportunity to register in the “ELEFAND” (Electronic Registration of Germans Abroad) crisis preparedness list. Registration is independent of the country of travel and the duration of the stay abroad. This enables travelers to be contacted by the embassy or consulate general in an emergency and receive important information. We recommend that you make use of this option.
